the answer is, well there isn't really an answer. Trey-arch could very well wait til later to release it to everyone or they could chose that the people who bought Hardened and Prestige are the only ones that will get it, pretty much just like a pre-order code, because that's exactly what the card looked like to get the download of the zombies. it wasn't on the disk itself.
